You don't even really care about making your own land drops too much. You want your opponent to take turns so they draw through their deck, inching you closer to victory naturally. Turbo Fog isn't just about ramping into the mega-late-game, but about allowing your opponent to run themselves out of relevant resources, Fogging only when necessary. I see what you're saying but in practice, Explore effects do not play out the same as Time Walk (though Savor the Moment is a bit closer, since you don't untap).
